Draft: #13: Create custom user locations

I added User and Group principal locations to settings and created a new settings view where the locations are updated. This will trigger a reload of users and groups in the affected panels.

I also changed the IJob Interface to an abstract class since Interfaces cannot be serialized by the XML serializer.
